REIAC Southwest proudly presents a breakfast series on trends in Arizona infrastructure financing. The Rational Behind House Bill 2568 – Why changes to the CFD Act are still required.  Carter Froelichwill discuss the proposed changes to the CFD Act promulgated by  HB2568 and after the Governor’s veto of the Bill,  why  these changes are still required.

Carter is the Managing Principal of DPFG's Southwest Region including Arizona, New Mexico, Nevada, Colorado and Idaho. Prior to the co-founding DPFG, Carter was a Manager in the real estate consulting department of the national accounting firm of Kenneth Leventhal & Company in both the Phoenix, Arizona and Newport Beach, California offices. Carter is a Certified Public Accountant in both California and Arizona, as well as a former State Certified Real Estate Appraiser in the state of Arizona. Carter holds a master’s degree in Real Estate Development from the University of Southern California and a Bachelor's degree in Business Economics from the University of California, Santa Barbara.

Carter has over thirty-one years of experience in the real estate industry with twenty-eight of those years focused in real estate consulting. Carter's area of specialty is in the formulation and implementation of land secured financings for large scale developments and the formulation of development strategies for large scale master planned communities.

Carter served as a member of the City of Phoenix’s Camelback Village Planning Committee. Carter is a full member of the Urban Land Institute, Valley Partnership, the Central Arizona Home Builder’s Association, the Southern Arizona Home Builder’s Association as well as the Building Contractors Association of Southwestern Idaho. Carter was the author of the 2008 National Association of Home Builder’s Impact Fee Handbook.
